Overview

Program Director, Recovery Services (PARC)

 

The Program Director is responsible for the overall management and daily operations of the Recovery Center. This role ensures the delivery of high‑quality, person‑centered, and recovery‑oriented services that align with organizational goals, contract requirements, and best practices in peer support, harm reduction, and trauma‑informed care.

 

The Program Director provides supervision to staff, oversees program development and implementation, manages reporting requirements, and fosters a welcoming, inclusive, and supportive environment for all participants.

Responsibilities

Program Leadership & Operations

  • Oversee the day-to-day operations of the Recovery Center, ensuring services are accessible, effective, and aligned with recovery-oriented principles.
  • Develop, implement, and evaluate programming, including peer services, workshops, trainings, and community-based initiatives.
  • Ensure compliance with all funding requirements, contracts, and regulatory standards.
  • Monitor program performance, develop and oversee program systems, policies and procedures, and implement quality improvement strategies under the guidance of the Senior Director.
  • Facilitate and conduct trainings for community members—including Recovery Coach, Peer Ethics, Mental Health First Aid, Peer Professional Supervision, Naloxone, and other required trainings. In the absence of the Peer Instructor, manage enrollments, collect payments, and mail manuals and related training materials.

 

Staff Supervision & Development

  • Supervise, support, and evaluate program staff, including Peer Professionals and other team members.
  • Lead hiring, onboarding, and ongoing staff development.
  • Promote a positive team culture grounded in collaboration, accountability, and professional growth.
  • Ensure staff receive required trainings (e.g., trauma-informed care, harm reduction, overdose prevention).
  • Identify individual and team development needs and plan, develop, and/or conduct additional trainings to strengthen staff competencies in alignment with agency policies.

 

Community Engagement & Outreach

 

  • Build and maintain partnerships with community organizations, service providers, and stakeholders.
  • Support and expand outreach efforts, including mobile outreach initiatives.
  • Represent the Recovery Center at community meetings, events, and coalitions.

 

Fiscal & Administrative Oversight

 

  • Track expenditures and ensure alignment with funding guidelines and organizational policies.
  • Oversee data collection, reporting, and documentation requirements.
  • Prepare and submit timely reports to funders and senior leadership.
  • Prepare staff meeting agendas and minutes; submit Incident Reports in the electronic health record as needed and report them to OASAS; process departmental expenses and check requests—including petty cash and MetroCard reconciliations—and manage purchasing of office and household supplies.

 

Participant Engagement & Program Environment

 

  • Ensure a welcoming, inclusive, and stigma-free environment for all participants.
  • Support the integration of lived experience into program design and delivery.
  • Address participant concerns and ensure quality service delivery.

Qualifications

 

 
  • High School Diploma or GED required; Bachelor’s Degree in Human Services or related field preferred.
  • 3–5 years of experience in behavioral health, recovery services, peer support, or a related field
  • At least 2 years in a supervisory or leadership role.
  • Certified Recovery Peer Advocate (CRPA) required; OASAS CASAC certification preferred.
  • Strong knowledge of recovery-oriented systems of care and federal, state, and local regulations impacting recovery centers and behavioral health programs.
  • Proven experience with advocacy, outreach, engagement, transitional supports, and services for individuals with co-occurring mental health and substance use disorders.
  • Demonstrated ability to implement and monitor policies and procedures, manage multiple priorities, and meet deadlines independently.
  • Experience working with diverse populations across racial, ethnic, and socioeconomic backgrounds; commitment to diversity, equity, and inclusion.
  • Proficiency in Microsoft Office Suite and general computer literacy.
  • Bilingual Spanish preferred.
  • Ability to work a flexible schedule, including evenings and Saturdays if needed.

Additional Information

This is a full-time exempt role with a salary of $80,000-$85,000 with a full benefits package. Benefits include medical, dental, and vision insurance, 25 days of paid time off, access to a retirement account with an employer to match, and tuition reimbursement.  

This role is based in Mott Haven, Bronx with a schedule of Monday-Friday 10am-6pm, with some late nights and weekends required.
